Title: An Update on the Goose Bay Remediation Project

In 2005, the Government of Canada initiated the Federal Contaminated Sites Action Plan with the objective to reduce environmental financial liabilities at federally owned properties. As a result, the Goose Bay Remediation Project (GBRP) was formed to address legacy contamination at 5 Wing Goose Bay, Happy Valley – Goose Bay, NL. It was estimated that 91 contaminated sites either existed, or had the potential to be contaminated, based on previously collected data and historical reviews of land use and former operations at the Site.

The purpose of the GBRP is to remediate or risk-manage the contamination at 5 Wing Goose Bay to the extent that it does not pose an immediate or ongoing risk to human health or the environment. The key objectives are to complete assessment work, develop a comprehensive Remedial Action Plan, and implement the Remedial Action Plan through a number of concurrent “child projects” under the omnibus GBRP. Since project initiation in 2006, various phases of environmental assessment, remediation and/or risk management have been undertaken following the 10 step approach to managing federally contaminated sites at 5 Wing Goose Bay. The scheduled project completion date is March 2020.

DND invites environmental consultants, remediation contractors, and other interested parties to attend the NEIA Luncheon to be updated on the status of the GBRP, future contracting opportunities, and how to secure work with Defence Construction Canada (DCC) / Department of National Defence (DND).

The Presenters

Lori Whalen is currently employed by the Department of National Defence as Project Manager for the GBRP. In her current position, her primary focus is working on a project closure process, environmental assessments and management of the South Escarpment Dumps and Stillwaters sub-projects. Prior to moving to the GBRP, Lori served as the Wing Environment Officer for 5 Wing Goose Bay, managing all aspects of the environmental program for the Base. Lori holds a Bachelor of Science Degree and a Masters of Applied Science from Memorial University of Newfoundland. She has 15 years working in the environmental sector with the federal government.

Derek AuCoin currently works as a Coordinator of Environmental Services with Defence Construction Canada in Halifax, Nova Scotia. In his position, Derek is developing a project closure process to capture the activities of the GBRP to ensure project objectives have been achieved to satisfy stakeholder goals. From 2006-2014, Derek worked at 5 Wing Goose Bay as a Coordinator and Team Lead for Environmental Services for the GBRP. He has a Diploma in Water Resources Technology from the Nova Scotia Institute of Technology, a Bachelors of Technology in Environmental Studies from Cape Breton University, and is an MBA candidate of the Sobey School of Business at Saint Mary’s University. Derek has more than 20 years of experience in the environmental industry working in the private and public sectors. He has focused his career on assessment and remediation of contaminated sites and has completed work at other former military bases including, Argentia, Stephenville, and Gander.
