Public Services and Procurement Canada (PSPC) is soliciting industry feedback, on behalf of Transport Canada (TC), for a web-based Geographic Information System (GIS) Solution, to replace the current solution in support of the Enhanced Maritime Situational Awareness (EMSA) Initiative.

The primary objectives of EMSA initiative are to: provide maritime situational awareness for Indigenous and coastal communities in support of planning and conducting marine safety activities, environmental monitoring and protection. Create a common operating picture for collaborative planning and decision-making between the Government of Canada, Indigenous communities, and marine stakeholders.

The purposes of this RFI are to: determine if there is an existing commercial off the shelf (COTS) product that would be able to meet a majority of the non-technical and technical requirements of the EMSA initiative. Assess what would be the potential development cost and time required to fully meet the EMSA requirement if there is not an existing COTS product that meets the majority of the EMSA requirements. Learn if there are suppliers with experience developing solutions that have followed the First Nations Information Governance Centre principles of ownership, control, access and possession (OCAP®). Obtain industry feedback regarding Social Procurement considerations, such as Indigenous Participation and Supplier Diversity. Assess if there are suppliers with experience co-developing similar solutions with Users and Partners such as the current environment with EMSA. Refine planning and cost estimates.

This is not a bid solicitation. This RFI will not result in the award of any contract, nor will this RFI result in the creation of any source list. This RFI is simply intended to solicit feedback from industry. The RFI was posted on CanadaBuys at the following link
